The speed at which the legislative process seems to work is in inverse
proportion to your enthusiasm for the bill. If you want a bill to
move quickly, committee hearings, the rules committee, and legislative
procedures appear to be roadblocks to democracy. If you do not want
the bill to pass, such procedures are essential to furthering representative
government, etc., etc.
